Never had a problem before. I am trying to think when it started not working. I did down load the latest version of OSx.
I go into the system window and click on dock and I get the old spinning ball. then it opens and I have to select the dock variables and it sometimes works.
I just noticed ti came to life after 5 minutes..
I just ran disk permissions and that does not seem to matter.

what else could I do?

Go to ~/Library/Preferences and delete com.apple.dock.plist, it should start you off fresh. All of your shortcuts will have to be put back, but your plist file may be corrupt.
 
Thanks!! did the trick.. I wonder how it got screwed up?

Random corruption, no way to tell what did it without a decent amount of research. It happens every now and then. If it keeps happening, you'll want to figure out what's causing it, but for now I wouldn't worry about it.
