my iCloud Storage THINKS its full

I've enough spaces (15G), but my iCloud thinks its full. I've tried to restart the iPhone and it doesn't help.

I'd remove and re add my iCloud account.

Me too, the only way was to turn off iCloud Photo Library (Beta) and turn it back on. However, now it's going to need re-upload all 800+ photos and videos all over again. :-(
