Perfectly normal, no worries. My CPU is at 57C right now, and I'm just browsing, to give you an idea.

It's probably located near another hot component, and is getting some of the radiant heat. It gets mighty hot inside a computer case, so everything in there is going to be toasty. It probably puts off a good bit of heat itself. I wouldn't worry unless it was much hotter than that.

You can, but if it thinks it's too hot, it will speed up the fans automatically. Otherwise, you just create extra noise by doing so, those temps really are normal.

Got to say I thought my 27 i7 Imac was warm until I ran the System Check from the application disk, thought there was a problem with my harddrive so rebooted the machine and ran the system check utility........wow did the machine get hot!! So hot infact I heard the full force of the fans, which sounded like a jet engine, wasn't expecting them to be soo powerful.

Bear in mind that I've been playing WOW, Sims3 etc for hours on this thing and never heard the full fans kick in. Once I heard those I felt a little more secure knowing that the system can cool itself very well if it gets too hot. :D
