My iphone 4s does NOT have personal hotspot?!

I have called ATT and they could not help me. I do not have the option of doing hotspot. I had an iphone 4 and it worked fine. Yes i am paying for it

Anybody else have this issue or can help me?

Andvi will try to reset network settings
