ever since i got my first iphone 3s i always had the internal ios software turned off so i t cant download. now i noticed my phone was running like ****, and battery drain, looked and the sofware is downloading. i paused it and thought that would be the end, but it finished downloading and now wants me to install. How was it even possible for it to start downloading? so weird.

is there any way to delete it? i don't want ios 9 on my 5s.
 
Settings > General > Storage & iCloud Usage > Manage Storage (under the Storage section not the iCloud section) > find the install file (should be near the top) tap and delete.
 
Not sure how you had it turned off before (aside from perhaps some jailbreak tweak) as normally it's enabled by default and can't be changed.
