My iphone is unlocked i used since 1-2 year but that's esn is blocked at specific cerrier(t-mobile) so can I update ios 9 in my iPhone 5s...??

I am a little confused, too as I do not understand what you are trying to say. Just update your phone if you can.
You right I understand what you say but my iPhone's original carrier is t-mobile usa and i unlocked iphone in india N i can still used in ios 8 but iphone esn is blocked at cerrier so if i update ios 9 N iPhone might be locked again....???!!!

From what I understand, once a phone is unlocked it is ALWAYS unlocked soyou shoul;d not worry. Updating to iOS9 will not re-lock your phone.

I can confirm this isn't true because I just had an event happen to me while selling a phone on eBay. My wife got a replacement 6 Plus from Apple and it was unlocked. I confirmed prior to selling by paying for an IMEI check. When the buyer received it, she was complaining that it was locked to ATT (she was in Europe). I was thinking "great, eBay is full of scammers, I knew it". But she ended up sending me an IMEI check she bought as well as an invoice for her paying to unlock it. I ran another check myself and sure enough, after the phone was restored again, it became re-locked. Of course I refunded the amount for the unlock service.

This is only an issue with Verizon iPhone 6 and 6+. Same thing happened to me.
