The settings that JSW quoted (same as the ones I use in the UK) are from OpenDNS. They installed a UK-based (London) server set-up last year to help speed things up, although I have not noticed any change in performance. It's always been quick for me.

How about you start with upgrading the OS to 10.4.9, according to your first post you are still on 10.4.7.
This may fix some of your problems.
 
Help with DNS Settings

If i want to use the opendns setting it says to put the number in on the configure screen in network prefs on OSX.

I also have DNS settings on my router/modem - are these differnet DNS settings or does osx override them?

EDIT: looking at the opendns website it has instructions for routers aswell
 
Exactly what model of Mac is this? According to this thread, might this be an Intel machine and not a "state-of-the-art computer" G5 (which is neither state of the art nor Intel)?
