My Trash is Always Full

I've been on Macs my whole computing life, but I've never seen anything like this. I'm running 10.4.8 on my 1.5 G4 PowerBook and when ever I shutdown the computer and then turn in back on there are "recovered files" in my trash. I always have all programs quit when I shut down (except dashboard I guess) and shut down through the proper procedure. So, why do I have trash in my wastebasket?
