I don't know where you heard to use that command from, but it definitely won't fix your dashboard problems.I also notice that "sudo rm -R" command for terminal doesn't work.
Start by removing the corresponding preference file(s). Open /users/yourusername/library/preferences/ look for com.apple.dashboard.plist
Delete it and see if it helps.
