My XS Max is brilliant. I would suggest OP is probably running a rogue app, and should consider killing his background apps and isolating the bad one.
It actually got a lot better since I created this thread. The only annoyance now is the settings screen, which hangs way too often, but it seems to be a bug in the iOS. I will see if 12.4 fixes that.

Yes but humans can be easily fooled.
Show us how your MAX is slowing down. Images, videos, what ever, how is your device slowing.
Your “perception” of slowing down might not be reality.
