It actually got a lot better since I created this thread. The only annoyance now is the settings screen, which hangs way too often, but it seems to be a bug in the iOS. I will see if 12.4 fixes that.My XS Max is brilliant. I would suggest OP is probably running a rogue app, and should consider killing his background apps and isolating the bad one.

Not over time but with google apps. if the IPhone is filled with poorly coded google apps, then it starts to behave like android with os rot.
Delete the poorly coded apps and everything is back to normal.
