iPhone Nasty "Tap to Note" Bug

If you use bulletin and have tap to note in the notification center, swiping down in lockscreen causes a note pad to come up with no keyboard. After that, no keyboard will appear for any of your tweaks (messaging, searching, etc) that would normally bring up a keyboard while still in notification center. Removing tap to note doesn't help. The only thing that works for me is re jailbreaking 😡
