Why not use the built-in iCloud Keychain? I understand you don't want cloud sync or suggesting passwords, but the convenience of iCloud and Touch ID authentication is a win fore, I love it 🙂 Plus is already baked in iOS.

That's fine for Safari, but what about other apps?

I like the new one called one password. They are pretty popular in the App Store and just came out with a 4th version for $1.99. I bought version 3 for $4.99 it has the best reviews but they probably are similar.

I like it because if I ever change my mind and want to use the sync features or even cloud backup it gives me the option.

But one password also has a dedicated Mac app as well and will most likely be using the entire system .

1Password allows you to sync between your devices on your own network and not have to use iCloud or Dropbox.

It is also great for storing other information beside passwords. In addition to passwords I use it for credit cards, software licenses, memberships, bank accounts, driver licenses, passports, and wireless routers.

One trick I learned from AgileBits was to have everything in my wallet entered with the tag "wallet". If I lose it, I can see what is lost,with all the contact information to cancel the cards.

Just another shout out for 1Password. I got the iOS app ages back when they put it available for free (I guess it's now always free, but they did a "sale" at one point.). I didn't have a device that used it at the time.. but once I did, it's indispensable. It has a lot more options than I use (or need) but it's ease of use for what I do need is great.
Agile bits is a very active developer, so no fear of abandonware, either.
