iPad Need advice, news with iPad Pro

Can someone suggest to me if a news app exist that you can freely jot down notes with an apple pencil? I enjoy writing while reading, help me retain the information better as well as jot down key information I want to keep for later. So far, I can only take a screenshot and do that. I prefer export an article to a separate app which I can write freely.

In Safari you can download as a PDF file. There you can write on it. Then save it to your folder.

Yeah Safari on the MacBook and iPads are very similar. I was messing around the other day on the iPad and found that you can search for anything on your PDF files. However iOS 12 bricked that. I heard it bricked other files too. Lets hope Apple fixes that.
