Need an APP to View Webpages Offline...

Try Read It Later. ( I assume you mean read webpage offline like in the topic )
I haven't tried it yet since I've got 3G, but it sounds like what you're looking for.

or you could just take a screenshot of the webpage you want and view it under the photos app
