My father has forgotten his Apple ID AND password. Apple Support said we need to create a new account. I need to move his contacts and photos to my Mac before we create a new Apple ID for him.

What app do you recommend for doing this? I've googled a few and the reviews are typical "App doesn't work as intended"

Another question. I did a back up via iTunes of his current phone. Is it possible to restore for this even though the Apple Id will be different?

Can you still access the iPhone?
If yes, then go to Settings - iTunes and Apple store: here the Apple-ID will be displayed. Maybe then you can with the Apple-ID reset its password on the Apple website.
 
Hi!For his contacts you can create him a gmail and save all his contacts in google contacts and you can connect them with the new iCloud account.As far as the photos and files as concerned you can save them in iCloud or in Dropbox and transfer them in your PC
