I Googled .7z and followed link to this thread https://forums.macrumors.com/threads/105216/ dated 01-15-2005.
At that time there was nothing available besides a command line application.
Because I do not work in Terminal I registered here hoping to find a current app.
When I put .7z in search field here, 900 + results showed up, but there was no mention of .7z at all in the first two pages.
Because I figured it was not going to get any better here I am.

So the question is, is there an app to open, or convert a .7z file to something that can be opened by Mac OS 10.4.11?

Thanks in advance for any help.

I found what I needed ten minutes after I asked for help, but have not able to return here, due to electrical outage caused by storm.

Thanks for your help Eldorian.
