Brand new 2015 MBP running Sierra is a dud. My 2011 MBP outperforms it when using my DAW. Need to return computer soon if I can't fix it . Might be Sierra!

Apple won't let me have El Capitan! Is there any kind soul who can direct me through this hurdle? I just need to make a bootable disc.

If you had never "purchased" El Capitan through the MAS, then you won't have it available to download now, as you're finding out. To be sure there's no hanky-panky you'll need to find a friend that HAS "purchased" El Capitan previously so they can download the installer for you. Sure, you can buy a built flash drive from Amazon or eBay but those are built by someone looking to make a buck and there's no knowing what payload may come along with the OS.

I have a 2011 MBP running Yosemite. I wonder How I could get it to DL Yosemite as a file that I could make a bootable disc from for my 2015MBP. How could I DL it where it wont just overwrite my current OS on the 2011 MBP?

Is Yosemite showing in your App Store/Purchased tab?
If it is in that list, you can download Yosemite from the App Store.
When the download completes, the installer automatically launches, so just quit the installer app at that time. No install will happen, until you run the installer. The installer app will be in your Applications folder, so you can copy that app to another drive, so you can keep it for your own use. (If you decide to run the installer, it will delete itself when the install finishes. That's why you copy the installer app to another drive for safekeeping.
Use DiskmakerX to create a bootable USB installer from that app.

Which OS did your 2015 come with? You can restore the original version with Internet Recovery (Cmd-Opt-R at the boot chime).

Well! Yosemite didn't help at all. Brand new Apple 2015 Macbook Pro going back to the store today for a refund.

Apple you've progressed so well since 2011 for us pro audio users using laptops. They're so thin and shiny! Gosh, I highly doubt that i would even replace this with a gen 1 2016 MBP. :( To your credit, Apple, my 2015 iMac using El Capitan runs audio quite well.

So my 2011, I guess that is as good as it is going to get for awhile. Someone recommended gfxCard Status software to force the GPU one way or the other in order to keep the fan noise down, which is my problem with the 2011. Can anyone comment on this software?

Well, if you took it back already, I guess this thread is moot.

But...
You should understand that if Apple won't provide you with an easy way to download an older version of the OS, there are... well... "other ways".

Of course forum rules prohibit saying much about them, but I've used "alternate download paths" when necessary, and have NEVER had problems doing so.

Sometimes, one has to do, what one has to do...
