I know that you can get HandBrake for PC, but it doesn't rip CSS-protected DVDs. Is there a free alternative for PC which can, that is of similar quality to HandBrake?

I've looked around for other solutions as well but did not come up with anything for my XP machine. Disappointing that the windows version cannot deal with encryption.
 
Even though I have VLC, I'll be sticking with my .9.2 Handbrake.

you can always purchase, AnyDVD which decrypts any dvd that is inserted in the drive, then use handbrake to rip it with no problems
