This was working fine until recently. I've got an iPhone 12 running 14.4.2. Mac Mini running Big Sur 11.4.
When i try to connect my iPhone remote, I just get the spinning wheel.
I went into Libraries on the remote, settlings, Add a media Library. Then clicked the phone in the sidebar on Music and put in the code. it says that it's paired successfully, But when I hit "Ok", my phone disappears from the sidebar and it doesn't pair.

There are two media libraries that show on my iPhone remote, but one of them is grayed out. I assume it's trying to connect to the correct one? I can't figure out what the name of this library is.
 
I'm having a similar problem after I updated the OS on my Mac Mini - although I'm using an app on an android phone which would be less surprising for that to break.
 
I figured it out -- but I'm not sure what I did.
Now if I can figure out the Photos app . . .
