iPad Need Help Figuring Out Failed Downgrade!

I'm trying to help a friend who didn't know iOS 8.4 wasn't being signed by Apple anymore, and is having trouble even getting 9.1 to load. What is the best way to fix this?

Using recovery mode or DFU mode (with iTunes) should get the job done as far as a fresh install of the latest public version for the device goes.
