Need help finding software to help dot pictures

I am trying to find a software that will either allow you to import a picture or image and turn it into dots or a software that has a bunch of images in dots. As an example: If I wanted to put an image of a skull on a T-Shirt or Cell Phone I would need the image to be in dots so I can place the crystals on the dots after. It is easy to find images or pictures on the web but have had no luck finding any software that either has images in dots or is able to convert images/pictures into dots.

Anyone able to help??

Try the Rasterbator, it's designed basically for that. I don't think the dots will be consistent in size, because it uses the concentration of the dots to produce the shading effects, but it may work for you.

The "Dots" are called Halftones.Photoshop will make them, as well as the Gimp I believe.

Sometimes the halftones on an image could vary in sizes. Will this work as well?
