So this PowerMac G5 is new to me... (Power Macintosh G5 1.8 DP (PCI) 1.8 GHz PowerPC 970fx (G5) x2 PowerMac7,3)

Everything seems to power on fine, with the chime, the install CD working, ready to be installed to a new hard drive.... Except the video out, it is garbled.

Any ideas, tips on how to fix it besides getting a new graphics card?

The card is an ATI X800 XT 256MB going straight from the card to an Apple Display 17inch using the built in ADC cable (no separate power cable). I also tried a DVI cable to a modern HP 24 inch and it is the same garbled screen...

Unfortunately not. This looks like a textbook cooked graphics card.

Unless you know advanced component repair there's probably no remediation besides replacement.
