I Bought An iPhone 5 On Ebay. The Phone Has A Clean Imei But It Is iCloud Locked. When Turned On It Says "Insert A Valid Sim With No PIN lock to activate iPhone". What Does That Mean? What Do I Do?

You need a SIM card in the phone (any GSM sim if it's unlocked, and a carrier-specific one if it's locked to a given carrier) to activate it. Just stick in the appropriate SIM and carry on with the activation process.
