I am going to order the Iphone X tonight by using a family member's Verizon account. But I will use the phone with AT&T once I got it. Is Verizon still going to charge me the upgrade fee and line access fee in addition to what I paid to apple? Just to be clear, I will pay out the full price for the phone. Any help will be appreciated. Thank you.

VZ will charge a USD30 'upgrade' fee (a.k.a., "new-phone-fee-because-they-can"), but no Line Access fee will be made/accrue if you do not activate it on VZ's network.

There may be complications wrt/"Upgrade" vs. "New Line"...

I "replaced" the iP6 as my "1-line" Service Device with the iP8 as an 'Upgrade' (not as a 'New Line'), and the change de-registered my iP6, so be a-ware/be-ware of the possibility that VZ's systems could very-well construe that you intend the same (which could potentially de-activate your family member's device).

I would suggest searching VZ's forums for useful tid-bits...
