Hello there I am running 10.15.3

I need some help with regards to this question as I am disabled/handicapped

How do keep sound from muting while using dictation?

Unfortunately, Apple ruined this feature too in Catalina. Dictation was removed from Accessibility and with it was gone the "Mute audio output while dictating" option, that could be enabled or disabled.
You could try this, but I'm not sure it will work
- disable Dictation from Keyboard
- enable Voice Control from Accessibility, wait if it wants to download language files, disable it
- run this command in Terminal

defaults write com.apple.speech.recognition.AppleSpeechRecognition.prefs DictationIMAllowAudioDucking -bool NO
- enable Dictation from Keyboard
 
How about leaving Voice Control enabled and using the voice command Type?

This worked for me in OSX Ventura. I did three things, but I'm not sure which ones were necessary:

1. Turned off Dictation
2. Ran the terminal commands:
a. defaults write com.apple.speech.recognition.AppleSpeechRecognition.prefs DictationIMAllowAudioDucking -bool NO​
b. defaults write com.apple.SpeechRecognitionCore AllowAudioDucking -bool NO​
3. Turned on Voice Control

Now my music stays on while I dictate. Thank you for the suggestions!
