Need major help

So I plugged in my iPhone 4 earlier today and did a backup and then this happened

This is my lock screen, the assistant touch is still activated and I can sleep the iphone. itunes and windows still recognize it and pwntunes works but i cant access the phone. Anyone know how to fix this?

If its unfix-able how could I recover my notes and contacts?

Put it in dfu mode and restore it.
You will not be able to recover or back it up unless it loads up into the home screen.
Hope you have backups saved.
