I have 2 devices. 2012 MBP, and a 2013 rMBP. Both running Mavericks, both have identical settings, which include hiding the dock when not in use, and showing it when i mouse over it on the bottom.

On my rMBP when i 3finger swipe up to show all open windows, the bar also appears.

On my MBP when i do the same thing, the Dock remains hidden.

I really prefer it to show when i 3finger swipe to see all windows, I can then see if i have the right browser open, and in case I dont I have very quick access to hit the right icon on the dock.

Any advice?
 
System Preferences > Trackpad > More Gestures > App expose > Click to check

thank you, but thats not what i meant. Expose works with 3fingers on both machines.

However on one machine when i swipe with 3 fingers and all windows shrink and scatter all over the screen .. on one machine it displays the Dock, which was hidden. On the other machine it does not display the dock.

I have it set to "auto hide/show dock automatically".

I want it so that when i do 3finger mission control, it also displays my hidden dock. Works on my 2013 machine, not on my 2012 machine.
 
so as it is right now on one of my machines ... i do 3finger swipe to see my open windows, but if i want to open something new off my DOCK i need to mouse my curser over the bottom so it un-hides itself

yet on the other machine when i do 3finger swipe, it auto-unhides the dock
 
Is there any additional info i might be able to provide, to help you understand?
