Repairing disk permissions and a 3rd party cleaner are going to help reinstall macOS? ...No.we need more info as what caused the problem. be more specific on how you got to this point. is this a new computer you have? in my experiences you need to reset the permissions, a 3rd party mac cleaner will solve that issue, that is if you can get back to the mac running .
I know, sounds horrible.....unthinkable but that solved my dilemma when i tried the upgrade to high sierra from el cap on the macbook air last year. i ran some mac cleaner after 4 attempts to upgrade without the cleaner, and that software worked! i guess apple stop supporting permission issues with thier older products because this is not the company we once knew and trusted anymore.Repairing disk permissions and a 3rd party cleaner are going to help reinstall macOS? ...No.
