Need thoughts on app price model

    I am working on a new puzzle game that will have different levels. I want to know what people think is a better business model, putting the app up for free with 10 levels then sell 20 level packs as in app purchases, or put up a free app with only ten levels and a separate paid app for $2 to $4 with free updates for new levels? I would also like to hear from anyone that has done in app purchases for extra levels in a game and how that works, is it already in the game code and buying it just unlocks it, or does it download a whole new app?
