Goto applications/utilities and have preferences and it will ask to download it via software update which install the latest java version available.

It should show when downloading Java for OS X Lion 2012-003

Hope this helps

Starting with Lion, Java runtime is not installed by default so what you are seeing is normal.

Somehow you are going to need to DL Lion Java onto your machine from this link. Can you download this from another machine somewhere and copy it to a thumb drive and then to your Lion machine?

What should happen is the first time you run something that needs Java you will get a popup asking if you want to DL and install Java. But you are in a bit of a fix since you can't get your machine onto the Internet to start with, so that won't work for you.
