Need to start fresh

I purchased a used mac mini running Leopard, but it did not come with the startup discs. The previous owners accounts are still in the system as well as all of his preferences (he gave me his password.) Is there a way to get a fresh OS without startup discs?

Make a new user account and then delete the old one after you've made sure it doesn't have anything you need.

Sorry to say this but make sure it's an Administrator account you will create.. Just thought I'd throw that out there. 😀

You can get the restore discs on ebay, just make sure they're for the right model

Yes, different computer with different drivers. You need the restore disk for the Mini if you are going to restore.

It's not a bad idea per se, because it will not work. The discs are tied to the model and revision.
