I have a iphone 3gs with 3.1.2 and 05.11.07 baseband. but it's stuck in the recovery loop, i tried irecovery and it would not get it out of the loop.

Can i unlock it if i upgrade it to 3.1.3 with custom firmware made by pwnagetool 3.1.5? i did some research, and i am getting mixed results, some say it can unlock, and some site say it couldn't.

Applejuiced's information is true for all iPhone 3GSes, no matter where they were purchased. Clearly the OP is not talking about factory unlocking, which users can't do themselves.
 
In NZ, all iPhones are factory-unlocked and yet I still see a lot of local users (on other, local forums) asking how to unlock them. I figured that it was worth checking.
 
I had this happen to my 3gs as well when I was on 3.1.2, and I was scared I would have to upgrade to 3.1.3. But what worked for me was I kept re-running blackra1n, over and over and over again. Probably about 5-6 times. I also used the iRecovery, and I dont really remember which program it was, but one of them randomly booted up my phone. I'm not promising it will help you, but it is definitely worth a try.

Just plug it in, and keep running blackra1n to see if it'll boot it up.

Once my phone did boot up, I had NO wifi... and all i did was simply reboot my phone, and it started itself up perfectly.
Worth a shot.
