Thank you all for your responses! As some of you have pointed out, it was used in South Park.... but alas that's not where I originally heard it from.

Keep the replies coming, it's very interesting to who has and hasn't heard the term.

I have heard some of the other expressions mentioned here such as: Chatty Kathy, Debbie Downer and Nancy Boy.

I'd say I've had 'negative nancy' in my lexicon for as long as I can remember...born and raised in northwest connecticut.
