Netflix does know that Apple will never allow another game streaming service on the iOS App Store, right? So unless Netflix is banking on Apple losing big on antitrust…or do they have some other card up their sleeve?

It can happen, that Netflix buys DropBox. It all depends how they want to expand in the foreseable future.
DropBox turned down Apple, which would have been a good fit, AND would have made them part of what would eventually become one of the most valuable companies in the world. I doubt they’d sell to Netflix. They LIKE making their own money :)

From the article:
“Netflix didn't specifically define its initiative as cloud gaming.”
So, while that MAY be the way they go eventually, there’s nothing in what Netflix has announced officially that says it. They could go the Roblox or Minecraft “experiences” route where the same platform runs many different mobile games for free.

this always happens with new businesses, a million companies jump in and after the dust is settled only 1 or 2 will remain.

Probably their own gaming service for Netflix customers.

"Netflix said that it wants to learn about how its members "value games.""

I like DropBox, I prefer it to iCloud due to it having versioning history which allows me to roll back or compare old versions. I've had a paid subscription for several years now.
However DropBox has no where to go. It's growth looks impossible since it is a single service offering.
So I think it would really be in DropBox's favour to call time on its independence and sell up or merge.
NetFlix is the obvious candidate, Disney? That would be a big surprise but not impossible.
There's others, HBO etc but none with the size and deep enough pockets.
