Netflix Users: Quick question about adding blu-ray.

Does netflix charge you $0.25 for each blu-ray you rent or is it just a one-time fee? How does it work? I know it's an extra $2.00 a month, I'm just curious what the $0.25 is for.

I just upgraded to blu-ray about a month ago and the only fees I see are the retroactive upgrade and the tax. No $0.25 fee. Maybe it's a state tax??
