Now that Xs has the capability to use two sims (eSim and nano sim), will phones on 24 months contract (EE in the past locked their phones here in UK, not sure about other networks) only work on the network the contract is in?

The ideal scenario for me is to have the EE sim be the eSim and the nano sim will be any local country sim when I am travelling outside the free roaming countries covered in EE’s Max plan.

When I pick up my phone from the EE store, I will ask. Though I doubt they will know. Someone will just have test later :)

You can bet your ass that the phone is locked to EE with a normal SIM.
At the very least even if they (EE) did lock the phone, it will still be possible to use the eSim for the main contract since EE has been usin eSim since last year on the watch series 3
