for my own practice, i wish to make a small network server that is consist of following: mac 9.x or lower, mac os x, windows nt 4 server, windows 98 and windows xp. it was easy so far when i connected windows xp and mac os x, it was no problem but now i don't know what to do.

Can anyone tell me how to do this in step by step? Thanks in advance.

Mac OS 9.x cannot natively see windows networks you need a copy of Dave, or doubleTalk (i have used double talk) but double talk only allows the Mac to see the PC not the other way around. I have only done this with Windows XP and OS 9 (and now OS X and XP which is easier).

I also believe that Windows 98 has really shoddy networking performance so that's not going to be easy. I would also stay away from Wireless, only XP does a decent (for windows) job of it.
