New 5s says no cellular but still calls?

So I just bought my mom a new 5s. The issue is the phone works. It can call and send texts but whenever I try going on safari it says could not activate cellular data network. You are not subscribed to a data service

Like I said, it makes call and texts but I'm getting this pop up still. I've tried a hard reset and took out SIM card. Even toggled airplane a few times. Anyone know how to fix this?

Calls and text has nothing to do with data. Seems your data is not working.

Hmmm I didn't know that. If it doesn't fix itself by tomorrow afternoon I'll call the carrier or take it back

Could be possible. The guy who did it was barely even paying attention. Will check tomorrow thanks!

The carrier may require something in the APN.
