New AirPods won’t do initial pairing.

I’m not getting the animation on my iPhone. I also tried on my iPad. Tried rebooting numerous times, toggled Bluetooth, charged the AirPods fully and tried the button on the back. Is this a known issue? Maybe they have broken Bluetooth? Thanks in advance and I apologize if this is already posted!
