Like gmail, google calendar, which use safari instead of an independent application, and maybe also cache.

The app would open a single web page, remember any passwords, and cache it. This would mean web apps, or websites, could be accessed as independent apps, more so than just putting an icon bookmark would.

I think there is a app called edge browser that allows you to do this, but you can only add 1 webpage to open as a app.
