It just means that you can provide your phone number as your Apple username rather than the primary email.

That would of course not be an issue. The article is a bit ambiguous in my opinion. It sounded like you only need to provide a phone number and then get a sing-in code by SMS, which would clearly enable new methods of taking over AppleIDs.

I just tried to log in to my Apple ID using my phone number, it worked, no SMS 2 factors authentification option in the settings
 
Don’t tell me Apple just lets you in Apple ID using your phone number ALONE.
No sorry I was unclear, I still needed to provide a password/passkey and then connect a Yubikey as my second factor authentification. But I didn't get a six digits code via SMS, and even if I wanted to, I couldn't. The phone number was just an ID replacement, not an authentification mechanism

I have only seen it during the setup of new devices. Maybe they will use it in new contexts?
