It is part of continuity with the this feature text messages that you send and receive on your iPhone can appear on your Mac, iPad, AppleWatch and iPod touch as well. You can then continue the conversation from whichever device is closest to you. Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support.

You do have to be on the same network as your iPhone for this to work, hence this seems how Apple was able to do this with the AppleWatch being a Data only conected device.

Having the same issue, verified my phone # and email was on the message area- had to add it. I have a Apple tech call in at high priority to get it figured out. Only calls with ATT on a IPhone 6 ios11 message, emails, instagram etc all fail and act like they are looking for a phone. Calls, GPS, Weather all work.

Try said they have gotten 5-6 calls on it as of yesterday and aren’t sure why it’s failing as of yet.
 
Having the same issue, verified my phone # and email was on the message area- had to add it.

If you have verified all setting recommned hear you should try the following: Unpair all watches from your iPhone and if prompted select keep plan for watch. Restart your iPhone and restore your watch to set it up again ideally with account change you should get a prompt for cellular in the initial pairing setup screen which should properly activate all appropriate services in the eSIM.
 
So that fixed my text messages, so now calls and text work.

My email and spark do not work still I get the red phone icon along with Instagram too.

  • Check that both Bluetooth and Wi-Fi are enabled on your iPhone (it may help to toggle Bluetooth off and on again).
  • Check that you have not enabled Airplane Mode on your watch:
    • When viewing the time, swipe up on the watch face > swipe sideways to the Settings Glance > if Airplane Mode is turned on, tap the button to turn it off.
  • Restart both devices, turning both off together, then restarting your iPhone first:
    • To turn your watch off: press and hold the side button, then drag the Power Off slider.
    • To turn it on: press and hold the side button until the logo appears.
For the best performance from your watch, keep both Bluetooth and Wi-Fi permanently enabled on your iPhone.
 
Appreciate the further help, after verifying and rebooting, still getting a small red phone icon for built in email and spark and along with instagram when attempting lte via watch.
