This happened on the 2019 mac pro connected to internet through ethernet.

When I started the mac, launching was slow and apps didnt want to work properly. I found out that the internet was down at the time. So after trying reset pram and smc, still same problem.

Then I disconnected the ethernet wire and everything was back to normal. It seems like the mac couldnt connect to the internet and slow everything down. I cant even launch vlc at that time. But after disconnecting the wire, everything went back to normal.

Is this a bug or just something mac os is known for?

There are rumors that Big Surveillance connects with apple every time you open an app, thru oscp.apple.com. In my case, I have routed this web to localhost on my hosts file. Perhaps this helps on your problem.

Wow! I just read up on ocsp. Im not sure what to think about it currently. I have a feeling its what is causing this strange mac behaviour.

But the way it stopped mac os to launch properly and have apps behave in a strange manner is uncool. What happened to things just work? Or at least give some clues on whats going on with the computer. Goodness! If i didnt know to unplug the ethernet, I would have a non functioning computer for the day, or follow the "genius" advice to reinstall the operating system.

This is user friendly design at it's worst. This is really uncool.
