Usually AT&T puts carrier updates out thru itunes.
I guess carriers could opt to do it that way also but never saw something like that before on any other carrier with an iphone before.

Carrier settings updates are small files (about 10k) that are downloaded from iTunes to be installed on your iPhone. The carrier settings can include updates to the default APN (how iPhone accesses the carrier's cellular data network), special dialing codes at Settings > Phone > [Carrier] Services, Carrier logo replacements, default settings for Stocks, Maps, Weather, and other items.
okay, but thats the thing, i don't have such settings.... i do know that i have MMS, tethering and VVM, but no carrier settings for apn adjustments or anything like that! thats why its a bit odd for me...

Dont worry about it.
Its nothing you need to think about.
Its settings that get updated that make your cellphone communicate with its networks servers better. Wether that has to do with data, mms, texting, voicecalling etc....
Yep, same thing happened to me. Went to Settings-> General -> About and the update pop-up appeared. First time I've had one over the air, previous ones have been through iTunes. Also, this was on Rogers as well.

Over-the-air Carrier Setting Updates:
Based on reports from Rogers/Fido users in Canada, iOS 4 adds the ability for Carrier Setting Updates to be pushed out over-the-air (OTA) to iPhones and installed on-device. (In previous versions iTunes would handle the update and sync it over).
