Today I noticed there was a new section in settings that showed up on my iPhone. It wasn't there before I updated to 9.3. I do have the developer beta profile installed on my iPhone and iPad, but it only shows up on my iPhone. Is this something to do with Xcode? I was messing around in Xcode the other day, and I did have my iPhone plugged into my computer, but I didn't do anything in Xcode that would affect my iphone.
Looks pretty interesting, but I've never seen it before. Can anybody explain this?

Yes when you plugged your phone in, Xcode asked if you wanted to use the phone for development and you click yes. Nothing bad about having your phone in developer mode and it won't hurt battery life or performance, but if you want it turned off. You'll have to disable it in Xcode, can't remember where it's been too long since I did it. I believe it's under devices or provisioning in the Xcode Menu bar item.
