Has anyone noticed in iOS 9 Beta 2 that if you go to Settings -> Reset -> Reset Home Screen Layout. Safari and Mail change places in the dock.

This is default arrangement for 8.4 too; likely to give contrast with the new (white) Apple Music icon by separating it from Safari.

Yea it has been like that for a while. Look at iOS 9 Preview & MUSIC screenshots in Apple's website.

Yes, this is the first time in iOS history that the iPhone's default dock icon order has been rearranged.

All for the sake of contrast. ;)

I keep clicking on my mail icon on my iPad thinking I'm clicking on Safari

Actually the home screen in general has changed with iOS 9. New placement of stock apps (News, Game Center, etc.) but I agree, it's probably the contrast.
