Maybe when OS X Yosemite and iOS 8 are released? They release date for iOS 8 is next week. But no release date for OS X Yosemite.

Neither iOS 8 nor OS X Yosemite are officially released yet. Unsure why you expect the new prices already to be honest.

They're showing on my phone here in the UK under General > Settings > iCloud. Pricing starts from 79p a month.

The new prices are available under System Preferences > iCloud > Manage > Buy More Storage now in Yosemite.

Got them in Yosemite 10.10 DP7 here. Bought a 20gb, AU$1.29/month.
Synced across my iOS 8 GM device, and my iTouch 7.1.2 JB.
Bought on the Mac.
