New in box MBP will not boot

I purchased a new 13" MBP as a gift. When we turn it on, the screen is bluish grey with a flashing image of a file folder. Does this mean the operating system was not installed? Or am I missing something? This is our third MBP and I didn't have any problems with the last two.

Probably will have to return to Apple store for another.

Definitely a return. You can try opening the boot menu and selecting the SSD to attempt boot, but since there's an obvious manufacturing defect, that would be unrecommended.

could just need a software re-installation, but as suggested above return it, who knows what else could be wrong with it

absolutely take it back to apple for a replacement.
