I just received my new MBA 15" yesterday and everything seemed to go ok with setup (Ventura 13.4.1). Then I got a notification from Tips (or whatever it is). When I clicked on the banner I received an error (which I wish I had captured) and then a window that said "Can't get tips. Try again later." I get the same window and messages from Finder > Help > Tips for your Mac. This is my first time using Ventura and this menu item doesn't exist in Monterey so I don't know if I have a real problem or this is just something that's broken in this build of Ventura.

Does this work for you?

If you haven't installed too many apps etc maybe reset and start from new again.

You’re working too hard. This is how to restore your machine to factory settings.

It’s possible that you’ve messed something up, but unlikely since the system is read only.

Thanks for the help! I used the Erase All Content and Settings method and that was more of what I was expecting than what I did first. Unfortunately, "Tips for your Mac" is still broken on my computer. I wonder if it works for anyone else either.

Works for me. I'd call Apple Support.
Could you tell me what version of Ventura you are running? I am on 13.4.1.

Anyway, I did call Apple Support as you suggested, and long story short... they had me erase the volume group on the SSD so nothing was on the MBA. But after reinstall, the issue remains. Not sure what to think about that. They said they would check with the engineering team to see if it's a known issue but that will take a few days.

At this point, in spite of this being a minor thing, if they don't come up with a fix I'm just going to return it. Something odd like this may be harbinger of other things not working that I haven't found yet.

I bet this is a temporary glitch until 13.5 is released, and it’s almost certainly specific to the 15” Air since it’s a brand new model.

I think you are right about it being specific to the 15" MBA. I went to the Apple Store today and tried three different 15" MBA and they all showed this bug. The one 13" MBA I tried showed the Tips without issue. All MBA, 13" and 15" had 13.4.1 installed.

I had a follow up call with Apple Support today to gather data about this apparent bug. We did a screen capture of walking though the process to show the failure as well as capture logs. The tech is going to forward this on to the engineering department and follow up with me next week. So I'm hopeful this will be fixed in some future update.
