I am curious does this mean it'll be a bit snappier, less hiccups when multitasking etc?

or will it not make much of a difference given the CPU is the same as iPad 2?

Actually the Ram is being shared by the quad gpus.

i feel like the difference won't be that big because a lot of that ram will be dedicated to driving the 400% increase in pixels

It means Safari will be able to handle more tabs without forgetting the contents of previous tabs. But not double, because, as was mentioned, the device as 4 times the pixels to keep track of. Things like fonts and pictures will take up a lot more memory.
